Maryland Lobbying Registrations

Welcome to the public access portal of the Maryland Lobbying Registrations System

The Public Ethics Law of Maryland requires that all lobbying registrations and associated reports are to be retained for four (4) years and made available to the public. You may select the type of report you like like to view below, and generate records based upon additional search criteria, such as for a specific lobbyist, employer, lobbying year or time period.

You may also choose to view and download a list of lobbyists and their employers for the current lobbying year.

Lobbyists are required to submit a registration for each employer that they represent over a declared registration period. This form includes information regarding the training status of the lobbyists, their authorization from the employer, and subject matters of interest.

Lobbyists are required to submit an activity report for each employer they represent to summarize their expenditures and compensation. There are two 6-month reporting periods for filing activity reports: Nov 1 - April 30 and May 1 - Oct 31.

Lobbyists are required to submit event reports for each event which all members of the General Assembly, all members of any standing committee, or all members of a formally recognized county or regional delegation have received written invitations.

Lobbyists are required to submit Personal Disclosures, where they disclose information on political contributions, business transactions and gifts that are not related to any of their employers.


Lobbyists are required to disclose if they hold dual status as a registered lobbyist and State Board or Commission member.

Lobbyists are required to submit information on any political campaign contributions they make while they are registered to lobby. This is part of the Personal Disclosure report.


Lobbyists are required to submit information on any business transactions they are involved with while they are registered. This is part of the Personal Disclosure report.


Lobbyists are required to submit information on any meals purchased for the privilege of Executive Branch officials or members of their immediate family while they are registered. These purchases are made using personal funds and are part of the Personal Disclosure report.


Lobbyists are required to submit information on any gifts over a $75 threshold, which they give with personal funds to public officials, state employees, or members of their immediate family while they are registered. This is part of the Personal Disclosure report.


Lobbyists are required to submit information on any meals purchased for the privilege of Executive Branch officials or members of their immediate family while they are registered. These purchases are made using employer funds and are part of the Activity Report.


Lobbyists are required to submit information on any gifts over a $75 threshold, which they give with employer funds to public officials, state employees, or members of their immediate family while they are registered. This is part of the Activity Report.


Lobbyists are required to report if their employer is organized for the primary purpose to influence legislative action, and list the entities who contribute to the lobbyist's total receipts. This is part of a lobbyist's activity report.
